Dear Mr. Thomas
You are probably aware that considerable une:siness
has been arouse.. by reports of ansatisf story conditions relat-
ing to social hygiene in the ritish Crown Colonies, pertiou-
larly in Hong Kong and the Streite Settlements.
Feeling that it is not altogether desirable to raise
technical matters of this kind by Parliamentary questions in
the House of Commona, we should much a preciate it if you would
allow us to meet you nɛ a small depuration, to lay bofore you
proposals which if adopted, would, we think, tond to allay
public uneasiness, and which might also be of nasistance by
placing t your disposal the best non-official expert opinion.
The mapoote of social hygiene to which we specially
the policy towards voneroal dizenses and facilities
for their effective treatment; the system of to.erated brothels
and vice areas; the position of the Hui Tsai.
